When is a certified translation required?
To exchange a foreign driver's license for a French one, the préfecture requires a certified translation of the licence whenever it is not written in Latin characters, or where its layout differs sufficiently from European standards to make its content difficult to verify. This is systematically the case for licences issued outside the European Union.
The translation must be produced by a sworn translator listed as a judicial expert appointed by a French Court of Appeal. It is then attached to the exchange application submitted to the préfecture or through the ANTS website (Agence nationale des titres sécurisés).
EU licences vs non-EU licences: different rules
European Union or European Economic Area licences: these are recognized directly in France and can be exchanged without a translation. No translation formality is required.
Non-EU/EEA licences: the exchange is subject to conditions (including minimum residency period in France) and, depending on the issuing country, may require a certified translation. For licences written in Arabic, Cyrillic, Asian scripts, or any other non-Latin alphabet, translation is mandatory in all cases.
